Updated August 31

The committee met for the first time on January 23 to discuss initial study of how Project Labor Agreements (PLA) impact both public & private sector investment. The task force has met another six times since then and will now be sending their overall recommendation to the City Council in September.

Labor is driving a strong effort to mandate PLA’s on any publicly funded project over $2M dollars. This would drive costs of tax-payer funded projects up 20% or more, taking money away from taxpayers and putting it right into union hands.

Next steps include gathering information on what other jurisdictions have implemented and how those ordinances have affected local job creation.

What is a Project Labor Agreement?

A Project Labor Agreement (PLA), also known as a Community Workforce Agreement (CWA), is a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project. Learn more here.
