On behalf of The silicon valley organization (The SVO), we are writing to support the conditional use permit and site development permits, as recommended by city staff and the San Jose Planning Commission.
By way of background, we are the Silicon Valley’s premier business advocacy organization representing 1,400+ companies that employ nearly 300,000 workers and we represent our membership as the region’s largest Chamber of Commerce.
We urge Mayor and Council to support staff recommendations to proceed with the proposed development project to renovate a gas station currently in poor condition and add additional jobs to the neighborhood. This project is consistent with the General Plan’s goals to:
1. Land Use Policy LU-4.1- Commercial: Retain existing commercial lands to provide jobs, goods, services, entertainment, and other amenities for San José’s workers, residents, and visitors.
2. Land Use Policy LU-5.1 - Neighborhood Serving Commercial: In order to create complete communities, promote new commercial uses and revitalize existing commercial areas in locations that provide safe and convenient multi-modal access to a full range of goods and services.
In addition, the project applicant has worked, in good faith, to address many community concerns regarding potential noise levels, as noted in the Planning Commission report:
• Erecting a 18-foot long, 12-foot high sound barrier to mitigate noise for northernmost residences near the project development.
• Including a trash enclosure that will conceal the dumpster on-site and made of concrete in order to block noise to residential properties to the southeast.
• Creating another 11-foot long, 12-foot high sound barrier that blocks noise at the eastern property line, for residential units located to the south of the project site.
As the Silicon Valley’s leading voice of business in the region, we believe that small businesses should have the opportunity to add jobs, consistent with the vision of the General Plan.
