The City of San Jose is currently exploring a Local Hiring Ordinance. The policy has been nominated by the San Jose City Council as a high priority.
At the May 23, 2016 CED Committee meeting, Public Works staff presented initial research, conclusions and recommended next steps regarding a local hire program, construction apprenticeships and related programs and a local/small business preference policy. The Committee accepted the staff report and provided direction to pursue necessary next steps related to a potential local hiring ordinance and apprenticeship issues. The Committee approved staffs’ recommendation to incorporate the local/small business preference policy into Council Priority # 14 (Race and Gender Neutral Citywide Contracting Program). The item returned to CED on October 24, 2016 with the following next steps:
- Staff will prepare a budget request for the labor market study and begin to prepare the solicitation.
- Staff will continue to meet with the building and construction trades and other agencies to address apprentice supply issues.
- Staff will provide an update to the Community and Economic Development Committee in Spring 2017.
