Existing law allows for local school districts to approve a school construction bond to be placed onto the ballot – the California Education Code is silent on whether project specificity is required before submitting a bond measure before the voters for approval.
SB 7 is common sense legislation that requires school districts to submit a project proposal, or a Facilities Master Plan¬, to be included in school bond measures. This process increases transparency and informs voters on what the funds will be spent on. Voters deserve to have transparency on what school bond measure revenue will be spent on. In addition, a facilities plan will increase accountability to the school district to spend the funds on what voters originally intended.
